This is a (hopefully not too) late reply, I wrote a paper about HR requirements and considerations for the construction of police stations for GTZ not too long ago; obviously the focus was different nad more technical, but some of the sources might be useful, I paste the list of sources below! I am sure you came across this one: Rodley, Nigel S. (2002): The Treatment of Prisoners under International Law. Oxford/New York. (apparently the ‘bible’ in the field I was told). From a philosophical angle, Michel Focault’s Naissance de la prison (Discipline and Punish) could be a good starting point. And King’s College London has a centre on prison studies: http://www.kcl.ac.uk/schools/law/research/icps. Furthermore, this is a NGO in that field that should do analysis of case law too: http://www.penalreform.org/
