In many countries children with disabilities may not appear in national statistics, becoming ‘invisible’ to decision makers, service providers and the public. The costs of exclusion are significant for both for the individual and for society. Children with disabilities should be at the centre of efforts to build inclusive societies and the ideal setting for them to develop, thrive in, and fulfil their potential to participate as full citizens, is within a family that provides a nurturing and loving atmosphere, or, when necessary, within a community- based care system which is suitable to meet their individual needs and develop and promote their capacities.…
